IHC-200 Humidity Controller Delay Protection (PT) not working?

I just got my IHC 200 and I use it in a greenhouse tent with a fan and humidifier. The fan is plugged into Work 2, so that when the set humidity value overshoots the preset value of 85%, Work 1 (humidifier) will turn off. If the Humidity reaches 86% (Which it does normally) the fan has a PT value of 10, to wait 10 minutes before flushing out the humidity and getting new air into the tent.

For some reason, the delay is not happening with the PT value set to 10. The fan comes on immediately. My current settings are:

HS - 86%
HD - 20%
DD - 1%
AH - 99%
AL - 0 %
PT - 10 min
CA - 0%

The PT setting is the minimum length of time between turning on the work2 output.
When the time interval between two dehumidifier operations is larger than the PT setting, the work 2 output will be turned on immediately; when the time interval between two dehumidifiers is less than the PT setting, the work 2 will not start the dehumidifier until the preset delay is satisfied.
For example PT=10. (Compressor Delay 10 mins)
For the first time, when humidity reaches HS+DD, it will turn on the dehumidifier outlet, turn off at HS. It takes 3 minute to reach HS+DD again, at this time, the dehumidifier outlet will not turn on, it will wait 7 mins.
Therefore, if more than 10 minutes have passed since the first wrok 2 shutdown, it is going to turn on the work2 output immediately when the humidity triggers the dehumidification on value again.
