Cooling unit not turning on one temperature range reached

Hi, my cooling unit isn’t switching on once the set temperature is reached.
The SV is set at 25C and the current PV is reading 28.9C
The HD is 2C
Why is my cooling unit not turning on please. Everything is plugged in and the until will switch on IF I press the ON button on the cooling unit.

Hello,
Just to confirm, is the product you are using the ITC-308?
Please understand that it is the on/off controller. If the cooling unit needs to be switched on manually by pressing the button after powering up, please understand that it is not compatible with ITC-308.

Yes it is the ITC - 308.
That makes sense then.
Is there a controller that will work for this situation?
